Congresswoman Norton Seeks Answers From PMG On Postal Employees Delivering Mail After Dark -Norton, in her letter, wrote, “I understand the financial challenges that USPS faces because of congressional failure to move a bill.  I also very much appreciate USPS’s determination to deliver mail in a timely fashion, especially during winter months, when darkness comes much earlier in the day.  However, I do not recall delivery after dark being as frequent in prior years. Congress still hates the U.S. Postal Service

But the bigger problem is the enduring hostility to the USPS shown by many conservatives in Congress. It's because of them that the USPS has maxed out its statutory borrowing authority and faces an annual payment of $5.5 billion into a health fund for its future retirees. We examined the reasons for this congressional hostility last year. As we wrote at the time: "What could explain conservative hostility toward the U.S. Postal Service? "But what about the characteristics of the workforce? It's heavily and effectively unionized, for one thing. For another, over a long period, the post office has been a reliable steppingstone to the middle class for African American families. (Black workers make up about 11% of the USPS payroll, about twice their representation in the overall workforce.) Maybe some people just think these workers are expendable." Video: USPS says late mail delivery in Quincy, IL ‘not a normal occurrence’

United States Postal Service spokesperson Valerie Welsch said some residents did receive deliveries as late as 8 p.m. Tuesday night, but only because it was the day after a holiday.Welsch said truck arrival times were off that day, putting carriers behind. She said the USPS is making a lot of changes to the network that are causing truck arrival times to fluctuate. Postal Worker arrested after fight with Co-worker at USPS sorting center

A 26-year-old Detroit man was cited for non-aggravated assault after he got into a fight with a female coworker at about 11:30 a.m. Oct. 29.The two work at the United States Postal Service Sorting Center, 17500 Oakwood Blvd. When officers arrived, building management had the pair separated with the man in the office and the woman still on the work floor. Pilot Program Puts Post Office Retail Counter in Staples Stores

The U.S. Postal Service and Staples are launching a pilot program to open post office retail counters at Staples locations, including in South San Francisco and San Jose, USPS officials said. Postal Reform Hits a Snag
No discussion of the Postal Reform Act (PRA) took place at today's meeting of the Senate's Homeland Security & Governmental Affairs Committee, complicating Chairman Tom Carper's original mission to pass legislation this year. Carper (D-DE) said the bill would be discussed at the committee's November 20 meeting instead, giving Ranking Member Tom Coburn's (R-OK) absence as part of the reason. Amid Capitol Turmoil, Postal Service Crisis Drags On

Ruth Y. Goldway, chairwoman of the Postal Regulatory Commission, which oversees the Postal Service, said some of the delay lies in the complexity of trying to reform so vast an agency. “It took about 10 years for Congress to pass the postal reform legislation it passed in 2006,” Ms. Goldway said. “It’s difficult to find a solution that pleases everyone.”  Comments (Count)

 

Pennsylvania mail carrier investigated for not delivering standard mail
A mail carrier at the Penn Hills Post Office is under investigation by the U.S. Postal Service Office of Inspector General for not delivering standard rate mail -- commonly called "junk mail" -- to residents for nearly two months.The carrier has not been publicly identified while the investigation continues. USPS City Carrier Assistants Uniform Program Not Without Issues

 The CCA uniform program has been very problematic. Maybe the program launch has been not quite as bad as the Healthcare.gov website rollout, but it is still with lots of issues. As a vendor, getting the CCA’s into uniforms has not been easy. There are plenty of CCA’s who have worked their 90 days but still can’t get their vouchers. Comments (Count)

New postal union leader promises more aggressive defense of ‘public postal service' - At some point soon, someone might need to remind Mark Dimondstein that he asked for this.Taking over as president of the American Postal Workers Union (APWU) during a time when the U.S. Postal Service is a financial wreck doesn’t sound like fun. He’ll be installed as president of the nation’s largest postal union, with almost 200,000 members, on Nov. 12 after winning an upset election last month. But the 30-year veteran of the Postal Service from Greensboro, N.C., didn’t unseat incumbent Cliff Guffey to have a good time. Dimondstein did it to protect union members from what he sees as the creeping privatization of postal services and to give the workers a union leadership that more aggressively defends their interests as management tries to dig out of an ever-sinking financial hole. Senate Postal Reform Bill Delayed 'Indefinitely'

A second, Democratic aide involved in negotiations said the bill is suspended “indefinitely,” though the chairman still hopes to move on the bill before Thanksgiving. Democrats have expressed their desire to include more of the language from the bill that passed the Senate in the last session of Congress Democrats have doubts about Carper-Coburn's postal reform bill

A range of Senate Democrats – many from red states – have serious concerns about the U.S. Chamber’s bill to overhaul the U.S. Postal Service, adding a new impediment to Congress’s efforts to get legislation done. Carper remains hopeful that the committee can proceed with a markup on the bill later this month. But House Democrats and postal unions say the measure – and Donahoe and USPS in general – are too focused on cost-cutting, and not enough on growing the agency’s business opportunities.  Comments (Count)

U.S. Postal Service paid $122K to foot bill for temporary Aspen managers

Faced with high turnover and frequent vacancies in the top job at the Aspen post office, the U.S Postal Service has paid temporary managers here more than $122,000 in per diem benefits and reimbursements for rent, hotel rooms, airfare, cash advance fees and the use of private vehicles since 2003. Since 2003, the postal service has paid OICs in Aspen more than $45,000 in per diem payments and reimbursed them for more than $25,000 in hotel bills, nearly $31,000 in rent payments and almost $18,000 in mileage reimbursement for the use of privately owned vehicles.  Comments (Count)
