- On September
23, 2014, the Postal Service filed a notice
with the Postal Regulatory Commission (PRC)
announcing its intent to conduct a market test
of an experimental product called Customized
Delivery. Customized Delivery is a package delivery
service offering that will provide customers
with delivery of groceries and other prepackaged
goods, primarily during a 3 a.m. to 7 a.m. delivery
window.

Retail Customer Service
Between FYs 2012
and 2013, an increasing number of customers expressed
dissatisfaction with the service they receive
at retail facilities. While the Postal Service’s
goal is 90 percent customer satisfaction, we found
that more than 20 percent of its customers in
FY 2013 responded to the POS survey that they
have been treated “worse than other retailers”
when visiting Postal Service retail counters.
Dissatisfied customers exist, in part, because
procedures for improving customer service are
not functioning as intended.

New FSS Rules, And Perhaps Inviting a Legal Challenge

of Governors can file for a rate change, but Congress
has failed to fill so many positions on the board
that it no longer has a quorum. Until more governors
are approved, a Temporary Emergency Committee
of the remaining governors is acting in place
of the board. A legal challenge to the emergency
committee's authority to raise rates might delay
implementation, if not block them altogether.
It would be a sweet irony if the inaction of Congress
-- where a majority of members seem OK with jacking
up the postage paid by business mailers -- blocked
USPS from rate increases that would fall disproportionately
on business and institutional mailers.

- A federal
judge in Portland, OR chided government agents
Friday for running a series of elaborate ruses
to catch a U.S. mail carrier they accuse of fraudulently
obtaining workers' compensation benefits. Agents
went so far as to set up a phony business to lure
their target into a 7 ½ -hour deep-sea fishing
expedition. They also duped the letter carrier
into an interview with an undercover agent posing
as a vocational rehabilitation specialist. The
letter carrier's lawyer said, "This was not a
valid undercover operation. his is the government
lying about who they were." The Assistant U.S.
Attorney described the methods, however sneaky,
as legal and constitutional. .

Reps. Sam Graves (R-MO) and Gerry Connolly (D-VA)

PMG blames unions and mailers
for USPS’ stalled progress
In his farewell speech
at the National Press Club PMG suggested that
union and mailer groups’ “shortsightedness and
myopia” have impeded efforts in Congress to modernize
USPS .PMG
also said “In today’s world, does it really make
sense to offer the promise of a government pension
to a 22-year-old who is just entering the workforce?
And how reliable is that promise?”

- PMG: Unfortunately, the APWU approach is to
try to keep all of our transactions in Post Offices.It’s
an example of the arrow, near-sighted view winning
over the broader, long-term strategy. Unfortunately,
it’s now tougher for us to find retail partners.
APWU: Donahoe has outsourced work and sent its
customers to private companies such as Staples,
which uses poorly paid and largely untrained workers.
The APWU has opposed the no-bid deal with Staples
and cuts in service, and for this Donahoe calls
us “narrow-minded.”
