P&DC. The DOL
notification included an “admonishment to refrain from destroying documents or
records that might be requested by OSHA. The DOL is accusing USPS for failing

Standard Mail slows down: The Postal Service requests an advisory opinion on
load leveling DSCF mail - The
delivery of a large portion of Standard Mail is about to slow down. Today
the Postal Service submitted a request for an advisory opinion to the Postal
Regulatory Commission concerning a change in service standards for DSCF Standard
Mail. DSCF discounted mail is mail that’s been presorted and prepared
according to postal regulations and then entered at one of the 350
Destination Sectional Center Facilities in the country for delivery within
the service area for that particular DSCF. Under current standards, this
mail is delivered within three days. Monday is the expected delivery date
for DSCF mail entered on Thursday and Friday, which are two of the three
busiest days for such mail. The Postal Service wants to level the load and
more evenly distribute the DSCF mail throughout the week.

Christmas season, when he bought an 1893 gold coin worth over $600 from a
Fairmont family. Bob Cline then sold the coin to a man in Washington state, when

complaints about delayed mail should be sure to let the Postal Regulatory
Commission know, says Debby Szeredy, the union’s executive vice president.“

Costs of Postal Service insurance proposal to be borne by taxpayers
Congress, special interests and bureaucrats
continue finding “creative” ways to subsidize the U.S. Postal Service. Senate
Bill 1486 hides the subsidy in health insurance provisions. These sections of
the bill grant the postmaster authority to create a new insurance plan for
postal employees with taxpayer dollars — a Medicare and taxpayer-funded scheme
that subsidizes the postal service. This proposal cherry picks the healthiest
postal employees (those still working) and relegates retirees not yet eligible
for Medicare to existing plans. This means at least 150,000 postal retirees —
roughly 20 percent of the total — get left behind. If 20 percent of a population
drives 80 percent of the costs, then the 20 percent offloaded by this shell game
will adversely alter the risk pool for all other federal health plans. For some,
this could lead to more than a 30 percent increase in insurance costs, a burden
borne by taxpayers.

Late delivery has become increasingly more common
in the past five years, as postal carriers have retired, technology has sped up
some processes but disrupted others and the postal network has been realigned,
postal officials say. “If it doesn’t arrive until 8 p.m. or later, we are in for
the night and going back out to get the mail is not a real option. Obviously,
the mail is there the following day, but so is my busy schedule.” For all the
efficiency in processing, it takes longer to transport that mail, Dowdy said.

The suspect continued striking
the driver before shooting him in the wrist. After being
forced to strip down out of his letter carrier uniform, the
victim managed to escape through the rear door.

Service worker was shot in Dorchester Friday night in a
robbery attempt, Boston Police said. The postal worker was
shot before 7 p.m. The worker was in the rear of his mail
truck when the shooter tried to steal mail and packages,
police said. The two then got into a scuffle, and the postal
worker was shot in the wrist. After the postal worker jumped
from the truck, the shooter then attempted to steal the mail
truck but crashed into a snowbank and ran, police said.

OSHA Cites USPS For Safety Violations In Dothan, AL
OSHA has cited the

violations carrying $84,000 in proposed penalties following
the agency’s inspection begun in July in response to a
complaint.

USPS Customer Services Manager arrested
for robbing post office
The manager knocked on the door of
the Washington Heights office after 5 p.m. Tuesday and told two
women who were inside closing up that she needed to use the
bathroom, cops said. The manager doesn’t work in the office but
knew the two employees, who were counting money, police said.
Once inside, she pulled out a blue ceramic knife and started to
tie up a 60-year-old woman in packaging tape, cops said. The
woman, as she was being bound, yelled to her 59-year-old
coworker, “Call 911! Call 911!,” cops said. The manager fled
after snatching up about $2,000 that the women had been counting
at the time, police said.

are to conduct a certain number of activities — face-to-face meetings
with a business customer or a group of customers about Postal Service
products and services — each year (Business Connect) . These
targets vary by Post Office level, with those postmasters at Level
18–22 offices expected to conduct two activities per month and those
at Level 23 and higher offices expected to conduct three activities
per month. Postmasters surveyed said that they do not have the time.

Tennessee Rural mail carrier drives a million miles accident-free
- Milton Ashburn remembers his
first Thanksgiving as a mail carrier .. It was shortly after he
took over the route in November of 1983.“The day before Thanksgiving,
I pulled up to this lady’s mailbox. She had her flag up, so I stopped,”
Ashburn recalls. “I opened it up and there was a plate with foil
over it with turkey, dressing, mashed potatoes, green beans, corn
and rolls. I never will forget that.” Now 30 years later, Ashburn
has traveled more than a million miles without being involved in
an accident, serving people along the route who have become like
a family to him. Recently, Ashburn was presented the Million Mile
Award, making him one of only a handful of route drivers in the
state to receive the award for driving accident-free. With more
than 5,000 drivers in Tennessee, Ashburn considers this a pretty
big accomplishment.

The US Postal Service has insisted
it should be able to break its annual price cap to combat the effects
of the “Great Recession” on its mail volumes. The world’s largest
postal service is currently seeking regulatory approval for a 6.5%
increase to its retail stamp prices for First Class Mail, and a
5.9% increase for its business mail rates. The rate rise, which
is well about the rate of inflation on which its annual price cap
is based, aims to raise an additional $2bn in revenue to help the
Postal Service cope with its current financial crisis. USPS has
said it will not need to implement the “exigent” rate increase if
Congress passes comprehensive postal reform laws by the end of this
month. Last month major USPS customers called on regulators to reject

An attempted robbery on a postal worker
in Humboldt Park last week has the letter carriers union worried
that attacks are on the rise — particularly since the assault was
one of three that happened in the city within a couple hours.In
last week's Humboldt Park attack a postal worker was standing near
her truck about 4:30 p.m. Friday when a man approached with an object
in his pocket that he claimed was a gun. He asked her for all the
checks she had and when she insisted she had none, he grew frustrated
and pushed her down to the ground.

PRC Ruling: One More Week To Prove USPS is
Violating Service Standards
The PRC Order requires the APWU to
describe the violations and the evidence it intends to demand from
the Postal Service to prove those violations “with greater specificity.”
APWU Executive Vice President Debby Szeredy called on locals to

But Not Its Rate Hikes
The Postal Service’s request for “exigent”
rate increases on “Market-Dominant” mail is “an unsustainable business
model which can only lead to continued postal deficits and more
requests to exceed the rate cap,” UPS wrote in a filing last week
with the Postal Regulatory Commission. Instead, USPS’s “Competitive”
products should bear a larger share of the agency’s institutional
costs, according to UPS, which is a major competitor, customer,
and vendor of the Postal Service.UPS’s filing doesn’t seem to be
the work of a company that, as some conspiracy theorists claim,
secretly wants to take over the Postal Service.Comments

USPS New Night Rider Policy
Due to some ill conceived policies
and boneheaded decisions by national and regional management, it
is now routine for us to work well beyond nightfall. Visit a Post
Office after sunset and you will see the darkened parking lot a
beehive of activity, as carriers unload their trucks and wheel in
the returning equipment, in the dark.
